Abstract
The purpose of this Stakeholder Engagement Plan (SEP) is to establish the timing and methods of engagement throughout the implementation of the Caribbean Digital Transformation Program. The SEP supports the development of strong, constructive and responsible relationships with project
stakeholders that are important to and integral for the successful management of the project’s environmental and social risks. The Government of the Commonwealth of Dominica, the Government of Grenada, the Government of
Saint Lucia, the Government of Saint Vincent and the Grenadines and the world Bank all value stakeholder engagement and stakeholder input at all stages of projects. Stakeholder engagement and input is viewed as integral to regional and national development as well as an important tool for social
inclusion and reducing inequalities in society. The scope of this Stakeholder Engagement Plan seeks to be proportionate to the nature and scale of the
project and its potential risks and impacts. The SEP will be updated as necessary throughout the project's life cycle.
