The Second Summit of CELAC concluded with the approval of the Declaration of Havana.

The 2nd Summit of the Community of Latin American and Caribbean States (CELAC), held on 28 and 29 January 2014, in The Havana, Cuba, concluded with the signing of a Final Declaration of the Latin America and the Caribbean Heads of State and Government.

In particular, paragraph 78 of the Declaration of Havana, urges “to finish the negotiation of the international agreement for the establishment of the EU-LAC Foundation, overlooking the CELAC-EU Second Summit” that will be held in Brussels in 2015.

Likewise, upon conclusion of the II Summit, Costa Rica received the Presidency Pro Tempore of CELAC and Ecuador became part of the Troika with Cuba, Costa Rica and one state of the Caribe Community still to be define.
