Of Mexican nationality. Master cum laude in International Relations, European Politics, Policy and Society from Humboldt Universität and Freie Universität Berlin and the University of Bath in the United Kingdom. Graduated magna cum laude in International Relations specialised in Diplomacy from Universidad Nacional Autónoma de México. +10 years of experience in the fields of diplomacy and international cooperation in international organisations, including the United Nations, and diplomatic representations in Mexico, Belgium, the United Kingdom, Italy and Germany. Diego is in charge of EU-LAC's partnerships network and the implementation of bi-regional initiatives linked to the EU-CELAC intergovernmental dialogue in collaboration with EU-LAC's 60 Member States plus the European Union institutions.

In addition to Spanish, he speaks English, French, German, Italian, Portuguese and Russian, and has limited knowledge of Dutch.
