Culture appears very rarely in the State actions plans and it’s not always the most visible area in the work agenda of international organizations. Through the experience of creation of musical bands for children in the Antioquia Department in Colombia with the Interarts Foundation from Spain, the author had a novel perspective of reality, which led him to conclude that the culture of each context defines the particular qualities, nuances and added value, which each territory may bring to a common project.
