Courting Latin American Emigrants and the Redefinition of Citizenship

Reforms in public policy have generated a new perspective on the definition of citizenship in Latin America. Regional governments have strategically incorporated the migrant community into their national policies through measures such as the extension of voting rights. Nevertheless, and despite many efforts, the political dimension continues to reduce, as does participation in public debates in the country of origin. A new re-conceptualization must be incorporated so as to integrate individual and collective stakeholders, taking account of the different levels of connection to the country of origin on the part of the migrants.
