Salvadoran nationality, with master's studies in Diplomacy at the Specialised Institute of Higher Education for Diplomatic Training of the Ministry of Foreign Affairs of El Salvador (IEESFORD) and Bachelor of International Relations from the University of El Salvador (UES), in addition to complimentary certifications in ​​international cooperation. Specialist in regional integration processes, international negotiation and project management, and international cooperation.

With more than 8 years of experience in countries such as Belize, Guatemala, Honduras, El Salvador, Nicaragua, Costa Rica, Panama and the Dominican Republic. Previously, he served as Director of Project Management and Cooperation for the Central American Social Integration Secretariat (SISCA) based in Panama City, as Senior Officer of International Cooperation for the General Secretariat of the Central American Integration System (SG-SICA), in addition to other work experiences at the Ministry of Foreign Affairs of El Salvador, the Embassy of the United States of America in El Salvador, among others.
