The Federative Republic of Brazil and the Republic of Bulgaria approved the Constituent Agreement that transforms the EU-LAC Foundation into an International Organisation, paving the way for inminent ratification.

The act of ratification by those two countries signals towards their commitment to the Foundation, which seeks to enhance bi-regional relationships between the European Union, Latin America, and the Caribbean. This makes them vital players in the efforts of the EU-LAC Foundation to tender bridges between the governments and civil society groups of the two regions.

The Constitutive Agreement entered into force on May 17th 2019, being the very first international agreement negotiated by all 61 Members of the Strategic Partnership between the EU and CELAC countries. Since then, the EU-LAC Foundation operates as an international organisation, as intended by the Heads of State and Government of the 60 Member States of the European Union, Latin America and the Caribbean, and of the European Union itself.

Authoritative information on the status of the Constitutive Agreement, including information on signatories to the Agreement, ratification and entry into force, is provided by the European Union through the General Secretariat of the Council, which can be accessed here.
