Call for tenders for the hiring of an external consultant

Assistance in the Coordination of the Hamburg Latin American and Caribbean Autumn Festival -13th Edition 2026: “Shared Horizons”

The Latin American and Caribbean Autumn Festival is an annual event that has celebrated the cultural richness and diversity of Latin America and the Caribbean (LAC) in the Free and Hanseatic City of Hamburg since 2014. Through a diverse and dynamic programme, the Festival offers the public an opportunity to explore the cultures of the region, celebrate its traditions, and understand how art can build bridges between continents.

The Festival is an initiative of the Hamburg Senate and the accredited consular corps of Latin American and Caribbean countries. Since 2017, at the request of the organisers, the EU-LAC Foundation has assumed responsibility for the overall coordination of the Festival.

To support the implementation of the 2026 edition, the EU-LAC Foundation is launching an open public call for tenders to hire an external consultant to provide coordination support services for the Latin American and Caribbean Autumn Festival, in cooperation with the Foundation’s responsible team.

Tasks
  • Identify potential partners, participating organisations, and activities for the Festival, and coordinate their inclusion in the Festival programme;
  • Compile the official Festival programme and update it in the required design formats;
  • Follow up on the organisation of activities and participating entities, coordinating meetings and logistical support as necessary, in cooperation with the EU-LAC Foundation team;
  • Attend Festival activities, produce photographic and audiovisual records, and create content for digital platforms;
  • Collect relevant monitoring information (such as attendance figures, suggestions from organisers and participants);
  • Create content using the designated design software and manage the Festival’s social media channels, publishing the weekly agenda and frequent updates on upcoming and completed events;
  • Draft press releases and strengthen relations with the media;
  • Manage the distribution of printed promotional materials;
  • Promote the Festival among the public in Hamburg and throughout Germany;
  • Coordinate post-event evaluations and feedback with organising entities through meetings and/or surveys;
  • Prepare monthly reports and statistics on coordination activities;
  • Draft a final report including the number of participating entities and activities, estimated audience figures, participant feedback, assessment of the Festival’s success, lessons learned, and recommendations;
  • Send letters of appreciation to participating entities;
  • Follow the instructions of the EU-LAC Foundation staff responsible for the project.
General Requirements
  • Be duly registered as a self-employed professional or independent consultant established in the EU or LAC, in accordance with the laws of the country of establishment. This may be demonstrated through registration in a commercial or professional register, a sworn statement or certificate, membership in a relevant professional organisation, or registration for Value Added Tax (VAT);
  • Proven experience in content creation, social media management, and media relations;
  • Professional proficiency in Canva;
  • At least two (2) years of professional experience providing the services described in this call. This may be demonstrated through a detailed list of previous and current clients, including services/products delivered;
  • Effective working proficiency and fluent communication skills in Spanish and German are mandatory; English is desirable;
  • Preferably, extensive knowledge of Hamburg and its cultural landscape, as well as experience in organising events involving governmental institutions, civil society organisations, and cultural cooperation initiatives;
  • Residence in Hamburg or the surrounding area.

  • Ability to manage multiple tasks simultaneously;
  • Ability to handle situations diplomatically and resolve conflicts effectively;
  • Team-oriented approach with a focus on productivity and results;
  • Availability of the electronic equipment necessary to carry out the assigned tasks.
Contract Terms
  • External consultancy contract for a period of four (4) months, from 1 August to 30 November 2026;
  • Part-time consultancy throughout the duration of the contract. Approximately 20 hours per week are expected, although workload may vary depending on the demands of activities and coordination tasks;
  • The contract is subject to the achievement of objectives established in the timetable prepared by the Foundation. These objectives include, among others, the number of confirmed activities, participants, and contacts established;
  • The position is based in Hamburg, Germany;
  • Availability to attend regular work meetings at the EU-LAC Foundation’s offices in Hamburg and at other meeting locations with participating Festival entities is required.

Data Protection

All personal information collected during the recruitment process will be used solely for the purposes of these procedures and will not, under any circumstances, be shared with third parties. Any information provided will be treated with the strictest confidentiality and high security standards. All documents submitted to the Foundation during the selection process will be retained in the Foundation’s files and will not be returned to applicants. Documents will be stored only for the period required by the audit and control procedures applicable to the Foundation. After this period, all personal information will be destroyed.
