Making mobility work for adaptation to environmental changes :

This report is the final publication of the European Union–funded Migration, Environment and Climate Change: Evidence for Policy (MECLEP) project. The comparative report builds on desk reviews, household surveys and qualitative interviews conducted in the six project countries (Dominican Republic, Haiti, Kenya, Republic of Mauritius, Papua New Guinea and Viet Nam) to assess the extent to which migration, including displacement and planned relocation, can benefit or undermine adaptation to environmental and climate change. Despite the different social and environmental contexts of the six studied countries, migration serves as an adaptation strategy as it often helps migrant households to diversify income and increase their preparedness for future hazards. Conversely, displacement due to natural hazards tends to pose challenges to adaptation as it increases the vulnerability of those displaced. Finally, planned relocation can both represent a successful adaptation strategy and expose the affected population to new vulnerabilities.

In this regard, the report highlights the importance of sharing examples of good practices for locally driven and rights-based planned relocations. Other important policy implications include the need for the following:

(a) Investing in disaster risk reduction and resilience to address environmental displacement;
(b) Integrating migration into urban planning to reduce challenges for migrants and communities of destination; and
(c) Stressing the importance of paying particular attention to gender issues and the needs of vulnerable groups, such as the elderly and trapped population.

In general, the report demonstrates how data and evidence are fundamental in formulating comprehensive policy responses and facilitating the potential positive effects of environmental migration.

The first ever EU-Brazil Summit took place in July 2007 in Lisbon, under the Portuguese presidency, after the European Commission recommended that a strategic partnership with Brazil should be launched. The strategic partnership between the EU and Brazil recognises Brazil as the European Union’s most important economic and political partner in Latin America, thus Brazil now occupies a prominent place among the EU’s select number of strategic partners.

This document presents a detailed examination of the feasibility of the European Parliament proposal contained in its resolution of 15 November 2001 to create a European Union - Latin America Bi-regional Solidarity Fund. That proposal has been repeated since then on numerous occasions and in various forums but has not yet been seriously considered either by the European Commission or by the Council. In this context, and on the eve of the Vienna Summit, this document sets out various specific proposals on the basic guidelines for the creation of the Fund, both as regards its organisational structure and in relation to its financial aspects and scope.

In its external relations, the EU advances regional cooperation as a successful means of achieving peace and prosperity. In doing so, the EU promotes its own model as the most successful case of regional integration. A wide-reaching set of instruments, spanning from trade to political dialogue and aid, is used to promote regional cooperation and integration. Noneheless, regional organisations supported by the EU are far from accomplishing their set objectives. Using as a test case the Andean Community, the oldest Latin American regional organisation and a prominent case of EU support for regional integration, this paper examines the reasons behind the EU’s lack of impact in promoting regional integration. Stemming from this analysis, the paper proposes a recalibration of EU policy by decoupling trade relations from political engagement and by increasing support for physical and visible integration as opposed to formal institutions detached from the perceived needs of the public.

Apresenta alguns fatores importantes a serem considerados no que tange a elaboração de uma política regional latino-americano, a partir de considerações sobre a política regional europeia. Os autores argumentam que mesmo o exemplo europeu, o mais reconhecido no mundo, não ocorre de maneira homogênea, fato para o qual os formuladores e implementadores da América Latina devem estar atentos. Dessa forma, são realizadas recomendações à luz das restrições existentes frente à plena funcionalidade das políticas regionais na Europa, que poderiam vir a ocorrer também no entorno latino-americano.

International Agreements in Progress :

EU-Cuba Political Dialogue and Cooperation Agreement

Cuba is the only Latin American country to have no bilateral agreement with the EU. Between 1996 and December 2016, relations between the EU and Cuba were governed by the 1996 Common Position, which subordinated cooperation and the conclusion of any bilateral agreement to the achievement of visible progress in the field of democracy and human rights on the island. Nevertheless, political dialogue and cooperation were re-launched in 2008, following a leadership change in the country, and in February 2014 negotiating directives for a bilateral EU-Cuba Political Dialogue and Cooperation Agreement were adopted by the Council. After seven rounds of negotiation, the agreement together with the proposal for its conclusion was published by the Commission on 25 November 2016, and the agreement was signed on 12 December 2016. Its three main chapters concern political dialogue, cooperation and sectoral policy dialogue, and trade and trade cooperation. Human rights remain a contentious issue.
The agreement has been submitted to the European Parliament for consent to its conclusion. The Committee on Foreign Affairs adopted a recommendation to give consent and an accompanying report on 20 June 2017; these are due to be voted during the July 2017 plenary session. The agreement also needs to be ratified by the EU's Member States.
