The II International Congress on Biorefineries and Renewable Energies Supported by ICTs (bresict) opened its doors from 17 to 20 February 2020 at the facilities of the Instituto Colombiano de Petróleo (icp), at Piedecuesta, Santander, to actors from the academic and industrial public and private sectors. National and international guest speakers, students, entrepreneurs, professors, and managers met in order to transfer, develop, and identify solutions based on the capabilities and technologies developed by universities, industry or government that are applicable to the country’s energy and global challenges. This version had a certified attendance of 150 visitors among attendees and speakers, from 13
countries, who had the opportunity to participate in two main activities held during the Congress: the academic and industrial papers presentation and the “Identification of collaboration opportunities for research and innovation projects” Workshop. During the co-creation workshops there were 64 attendees, including researchers, academics, and businessmen. Four research project proposals emerged: two from the renewable energy table and one from the respective tables in Biorefineries and Industry 4.0.

For the second time, political activists from Latin America and Europe met in Brussels at the invitation of the Rosa Luxemburg Foundation to
discuss their experiences with left governments and/or left participation in government. At the first meeting, the widespread opinion was:
yes in spite of some disappointing results, as in France and Italy, the left cannot evade the challenge of government participation. The second conference was to serve the purpose of deepening our understanding of the issue. How is the left reacting to the global crisis? What strategic concepts exist? What are the political issues in which the left is implementing new concepts? What about such issues as participatory
justice, ecology, deepening democracy, or an alternative finan - cial architecture? Are developments in Latin America and Europe comparable

Tanto la globalización, como los procesos de integración regional, están modificando o afectando de distintas formas a los Sistemas de Educación Superior. El llamado “proceso de Bolonia” (1999) es prueba de ello.Pero si este proceso es consecuencia directa de las políticas de movilidad académicas impulsadas por la Unión Europea durante más de una década, sin embargo, sus amplias implicancias se explican como consecuencia de haber nacido de una iniciativa intergubernamental de los ministros de educación de los principales Estados miembros del bloque. Por otra parte, en
el MERCOSUR, donde la posibilidad de crear un sistema de créditos al estilo de los ECTS fue descartado, se han realizado significativos avances en materia de convergencia de los Sistemas de Educación Superior. Our main concern is to conclude how South American regional integration blocks could develop relations in a specific legal frame of association agreements and how this fourth generation treaties, developed by the European Union, deal with third countries or groups of countries. More specifically, we are interested in knowing how legally bound regulations formulated in the three different pillars of these Agreements can be for integration processes or member states.
